The variable geometry turbo charger aspect ratio continues to make well over 18 psi boost even when the out of the attack position. The issue is resolved now. As I suspected, the actuator adjustment did not match the output of the new Garrett turbo core. Another indicator of this was that boost was fine when the actuator had full vacuum, the problem only manifested under load when vacuum was vented by the selonoid valve and the actuator arm began to extend. Another option is that you have an after market exhaust system and theres too much free-flowing air and you're overboosting because the wastegate/soleniod can't open quick enough.
